Introduction
This questionnaire is part of a Delphi Method | RAND modified consensus procedure with the aim to develop
(i) recommendations of sectors to be involved during pandemic preparedness, response and recovery, and
(ii) recommendations of aspects of multisectoral collaboration to be included in public health emergency plans.
This study is being conducted as part of European Union Joint Action SHARP.
This method allows us to use both knowledge from literature and expert opinion to arrive at a set of relevant and well-defined recommendations.
You are invited to participate in this consensus procedure’s steps, namely completing this questionnaire and a participating in a consensus discussion during a hybrid meeting on the 6th and 7th of September 2022, in Malta.
This questionnaire is targeted to all professionals who have been involved in the management of the COVID-19 pandemic, regardless of their sector.
This questionnaire which will take approximately 30-45 minutes to complete, and consists of three parts:
(a) Some information about yourself as a professional
(b) Ranking relevance of the involvement of specific actors during the different phases of a pandemic
(c) Ranking relevance of specific recommendations based on previous (informal) questionnaires conducted within the European Union JA SHARP
It is possible to save your response to the questionnaire and restart at a later moment.

Instructions, please read carefully
This section is focused on which sectors must be invited to the national decision-making table during preparedness and response to a pandemic. Please rank to which extent you believe the following sectors must be invited to the decision-making table during the different phases on a scale of 1 to 9, 1 being “must never be invited”, and 9 being “must always be invited”.
Please refer to the Appendix in the email for an overview of the sectors.
Please keep the ideal situation in mind when answering this question, regardless of whether or not these sectors are currently involved.

Preparedness
Preparedness is defined as any activity prior to a pandemic that aims to
(i) reduce the likelihood of an outbreak, and/or
(ii) to build capacity for effective response and recovery.
